Background
UNICEF supports governments and partners in implementation of education programme to achieve key results for children. UNICEF measures its effectiveness of programme delivery through monitoring the progress of key indicators such as result matrices in country programme development, UN joint work plan, Sustainable Development Goals indicators, Indicators reporting key results for children, as part of donor commitments, and most recently to measure the progress on COVID-19 responses for continuing learning. This monitoring concern at least 134 indicators, from almost 12 different sources. To achieve this goal some monitoring systems are already in place for some specifics projects (GEP3, EAC), however there is a need to harmonize the monitoring in a comprehensive and flexible global system for Education Section. This system should be link to UNICEF Education Section Workplan for easy reporting at different level and also for relevant feedback to all the actors.

Job Requirements
To qualify as an advocate for every child you will have:
- Advanced degree in ICT, M&E, Information Management, Computer Science or related fields
- At least 5 years professional experience with ICT, M&E or Information Management.
- Competent in relational database design such as MS-Access or MS SQL Server with broad understanding of information management systems and technology,
- Extensive knowledge and skills of computer programs applications, particularly in the area of database management system (e.g.: SQL programming)
- Demonstrated experience developing innovative information technology solutions for developing countries.
- Previous experience developing data systems for mobile devices and familiarity working with open source applications and mobile platforms.
- Communicates effectively, both orally and in writing, to varied audiences,
- Able to work effectively in a multi-cultural environment, sets high standards for quality of work and consistently achieves project goals.
